Members of the same family are to be considered a household as defined in Section 258 of the Housing Act 2004. Family members will include parents, grandparents, child, grandchild, brother, sister, uncle, auntie, nephew, niece or cousin. Stepchildren and half blood relatives are also considered part of the same household. Couples living together, regardless of their sex, are also to be treated in the same way as a husband and wife would be classed as one household. If circumstances are not straight forward, it is always best to speak to the Plymouth city council HMO team.
